Agreements Maintained by the Division of Personnel:
The American Federation of State, County, and Municipal Employees (AFSCME)
AFSCME Council 72 represents two Bargaining Units within the State of Missouri:
The most recent Master Labor Contract for the Craft & Maintenance and Direct Care Bargaining Units, was initially in effect from May 11, 2015, until December 31, 2017. Due to language in the contract, this agreement was automatically renewed and expired on December 31, 2018. This contract is subject to the judgment in AFSCME, et al. v. State of Missouri, et al. entered December 18, 2023. Following this ruling, this contract is being enforced as ordered in the aforementioned judgment and as allowed under Section 36.025, RSMo. Any questions regarding your rights or responsibilities under this contract may be directed to your agency’s general counsel.
- The Craft & Maintenance Bargaining Unit AFSCME represents those employees classified as craft, service, maintenance and labor personnel employed by the Office of Administration, Departments of Agriculture, Health and Senior Services, Mental Health, Natural Resources, Public Safety, Revenue, and Corrections.
- The Direct Care Bargaining Unit AFSCME represents those non-licensed direct care personnel, who are employed by the Department of Mental Health and the Missouri Veterans Commission.
Communications Workers of America (CWA)
CWA Local 6355, AFL-CIO, represents two Bargaining Units within the State of Missouri:
The most recent Master Agreement between CWA, the Department of Social Services, the Department of Health and Senior Services and the Office of Administration took effect once the final signatures were applied on January 21, 2016, and expired on December 31, 2018. This contract is subject to the judgment in AFSCME, et al. v. State of Missouri, et al. entered December 18, 2023. Following this ruling, this contract is being enforced as ordered in the aforementioned judgment and as allowed under Section 36.025, RSMo. Any questions regarding your rights or responsibilities under this contract may be directed to your agency’s general counsel.
- The Department of Social Services Bargaining Unit. CWA represents eligible personnel employed by the State of Missouri, Department of Social Services.
- The Department of Health and Senior Services Bargaining Unit. CWA represents eligible personnel employed by the State of Missouri, Department of Health and Senior Services, Division of Senior and Disability Services and Division of Regulatory and Licensure, Sections for Long Term Care and Child Care Regulation.
- The Office of Administration. A number of Office of Administration employees are also represented by CWA.
Missouri Corrections Officers Association (MOCOA)
MOCOA represents one Bargaining Unit within the State of Missouri:
The most recent Master Agreement between MOCOA and the Department of Corrections took effect once the final signatures were applied on October 1, 2014, and expired on September 30, 2018. There is no current agreement in effect between MOCOA and the Office of Administration or the Department of Corrections for this bargaining unit.
- The Department of Corrections, Corrections Officers I and II Bargaining Unit. MOCOA represents all eligible personnel classified as Corrections Officer I and Corrections Officer II employed by the State of Missouri, Department of Corrections.
Service Employees International Union (SEIU)
SEIU Local 1 represents two Bargaining Units within the State of Missouri
- The Department of Corrections, Division of Probation & Parole, Parole Officer Bargaining Unit SEIU represents all eligible personnel classified as Parole Officer I, Parole Officer II and Parole Officer III employed by the Missouri Department of Corrections, Division of Probation and Parole. The most recent Agreement between SEIU and the Division of Probation and Parole took effect once the final signatures were applied on November 20, 2015, and expired on September 14, 2018. This contract is subject to the judgment in AFSCME, et al. v. State of Missouri, et al. entered December 18, 2023. Following this ruling, this contract is being enforced as ordered in the aforementioned judgment and as allowed under Section 36.025, RSMo. - The Department of Corrections, Division of Probation and Parole Probation and Parole Assistants Bargaining Unit SEIU represents all eligible Probation and Parole Assistants I and II employed by the Missouri Department of Corrections, Division of Probation and Parole. The most recent Agreement between SEIU and the Division of Probation and Parole took effect on April 15, 2016, and expired on April 14, 2018. This contract is subject to the judgment in AFSCME, et al. v. State of Missouri, et al. entered December 18, 2023. Following this ruling, this contract is being enforced as ordered in the aforementioned judgment and as allowed under Section 36.025, RSMo.
