Jobs in this family provide program support and technical assistance in the development and protection of the state’s economic and business interests. Positions develop and attract new businesses and investments to the state; and/or analyze financial feasibility of community and business development projects.

Typical functions

The functions within this job family will vary by level, but may include the following:

  • Research, collect and analyze data.
  • Develop and oversee budget.
  • Develop and present training and seminars.
  • Establish new program procedures.
  • Evaluate existing and potential economic projects.
  • Create new rules and policies.
  • Plan, analyze, coordinate, and implement program activities.
  • Evaluate statewide or international projects.

Positions allocated to this series may perform the duties described, or specialize in specific functions of an economic, community, and/or business development program. The work assigned to positions in this series ranges from promoting economic development activities to directing, planning, analyzing, and coordinating business and economic development.

Economic Development Professional

This is a professional level position accountable for promoting economic development activities in the State.  Employees at this level determine marketing needs and opportunities; and collect, analyze, and present economic, demographic, and social information to senior level professionals. Employees also develop and present training and promotional seminars for local businesses, government, and community leaders.

Knowledge, skills & abilities

Knowledge of the principles and practices of marketing, economic development, research, and promotion. Ability to travel in the performance of assigned duties.

Bachelor’s degree and 0-2 years of relevant experience. (Substitutions may be allowed.)

Economic Development Specialist

This is a mid-level professional position. Employees at this level evaluate existing or potential economic projects in the state for financial feasibility of community and business development. Employees recommend and establish program standards for evaluating opportunities and provide oversight of complex market research and development of market strategies. Employees also present information to public and private officials.

Knowledge, skills & abilities

In addition to those identified in the previous level: Knowledge of economic development practices, policies, and statutes at the local, state, national, and international levels. Ability to conduct market research, and develop strategies to achieve established goals and objectives.

Typical qualifications

Bachelor’s degree and 1-3 years of relevant experience. (Substitutions may be allowed.)

Senior Economic Development Specialist

This is a senior-level professional position accountable for evaluating highly complex and sensitive projects with statewide or international impact. Employees at this level provide technical assistance and guidance to other professional staff related to work methods and the establishment of new program procedures. Employees plan, coordinate, and implement statewide or international activities; and review, evaluate, and certify applications from businesses, communities, and individuals.

In addition to those identified in the previous levels: Ability to plan, coordinate, and implement statewide or international activities.

Economic Development Supervisor

This is a supervisory-level position accountable for functions related to economic, community, and business development in the State. Employees at this level create new rules and policies to support the economic development goals of the State. Economic Development Supervisors oversee the work of economic development professionals, and provide input into establishing and staying within an assigned budget. Supervisory responsibilities include: hiring decisions, training, planning and reviewing work assignments, coaching, assessing performance, and providing progressive discipline.

In addition to those identified in the previous levels: Knowledge and skills to perform and review the work of assigned staff. Ability to develop, implement, and administer program-based seminars, workshops, and/or training sessions.

Economic Development Manager

This is a managerial position accountable for administrative and management work directing, planning, analyzing, and coordinating community and economic development programs in the following areas: community development, business development, national and international marketing, workforce development, public housing, and tourism. Employees at this level oversee statewide economic and business development programs and projects, define scope of projects, and develop project budgets. Such positions are responsible for the oversight of public relations and communications and may also direct, supervise, and evaluate the work of assigned staff.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of economic, political, social, geographic, and cultural factors which affect community and economic development programs. Ability to review, analyze, interpret, and/or prepare state and federal laws, rules, regulations, policies, and procedures pertaining to the assigned community and/or economic development program.
