Description

Jobs in this family work with individuals and groups to provide social services; evaluate and ensure the safety, stability, and well-being of adults and/or children; interact with community partners and courts to provide these services; and advocate on their behalf.  The jobs in this family may help individuals deal with addictions and substance use disorders; family, parenting and marital challenges; suicide; self-sufficiency; stress management; challenges with self-esteem; and concerns associated with the physical, cognitive/mental, and emotional health of the aging and disabled population (e.g., estate and financial management).

Typical functions

The functions within this job family will vary by level, but may include the following:

  • Deliver, support, and/or coordinate assigned services on behalf of children, families, and senior and/or disabled adults in instances of abuse, neglect, or exploitation.
  • Authorize, create and/or maintain a service plan throughout the duration of a case, to ensure proper care and support.
  • Coordinate the delivery of services and resources with community partners.
  • Conduct home visits to observe and interview the family and/or client to assess physical and emotional risks.

Obtain information by interviewing others involved with the family and client to determine needs, ensure stability and safety of the client, respond to emergencies, and initiate emergency court actions.

Social Services Assistant

This is a first level position accountable for providing administrative and case management support under the direction of a Social Services Specialist or Supervisor. Responsibilities include interacting with clients in an effort to support the achievement of case goals and provide supportive interventions and activities. Administrative support tasks include but are not limited to setting appointments, maintaining case files, and assisting with case reports. Incumbents also provide paraprofessional services to clients, their families, and other interested parties in support of program objectives and plans. Work may involve arranging transportation and supervising/participating in client service activities.

Knowledge, skills & abilities

Knowledge of community and governmental agency human service resources, programs, and services. Knowledge of general office procedures. Ability to develop and maintain effective client relationships. Ability to organize, prepare, and update case files and basic records. Ability to record information and prepare written reports. Ability to problem-solve and manage time efficiently. Ability to operate a motor vehicle and maintain a valid vehicle operator’s license.

Typical qualifications

Associate Social Services Specialist

Positions at this level work under the supervision of higher level staff to create and/or maintain a service plan throughout the duration of a case. Duties involve conducting assessments; coordinating and delivering direct services with community partners; and documenting all relevant activities, actions taken, and contacts involved with a case.

Social Services Specialist

Second-level professional position accountable for coordinating and implementing the delivery of assigned services (e.g., adoption, foster care, parent training, substitute care, family-centered services, permanency planning, family and individual or group therapy, and protective and/or in-home services) that require specialized knowledge to ensure proper care and support for the client. Employees in this class conduct home visits to observe and interview the family and/or client, and obtain information through interviews of others involved with the family and client (e.g., extended family members, school officials, doctors, churches, therapists, etc.) to determine needs. Incumbents also ensure the stability and safety of the client; respond to emergencies; initiate emergency court action; and/or issue a finding that either supports or finds unsupported claims of abuse, neglect, and/or exploitation. At this level, employees must possess the ability to assess physical and emotional risk to the client throughout the duration of the case or in response to a reportable condition.

Knowledge, skills & abilities

In addition to those identified in the previous level: Knowledge of community resources used in the provision of social services and court procedures as they apply to the provision of social services. Ability to work independently, conduct protective service investigations, identify risks, assess needs, and develop intervention strategies. Ability to interpret and apply regulations, agency policies, and procedures associated with areas of assignment.

Senior Social Services Specialist

Third-level professional position accountable for possessing a thorough knowledge of social service policies, practices, and techniques. Employees at this level have mastered the technical job content, perform work of greater complexity, exercise greater independence in making decisions, and have an established reputation and credibility both within the agency and community. Employees at this level may perform the duties described at the lower levels and demonstrate expertise in a particular area of social service (e.g., adoption, medical, etc.). Work may also involve specific core processes such as case management, relationship management, and/or knowledge of community resources. Incumbents in this class may also provide work coordination, case review, consultation, technical assistance, policy development, and training to the lower levels.

In addition to those identified in the previous levels: Knowledge of the principles, methods, and current trends of social casework as applied in evaluation of services and treatment of clients.  Knowledge of the methods and practices to develop and implement organizational and procedural changes. Ability to design, plan, implement, evaluate, and/or monitor strategies for the improvement and delivery of effective programs and services.

Social Services Unit Supervisor

Supervisory-level employees accountable for the direct day-to-day social service activities for an assigned unit/area, including performing the work overseen and supervising professional and vocational staff. Employee supervision includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline. At this level, employees interpret applicable state and federal laws and regulations that guide program policies and procedures.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of the principles and techniques of supervision in the area of protective social service. Ability to develop unit and work flow management policies and procedures.

Social Services Area Supervisor

Second-level supervisory positions accountable for overseeing first-line supervisors of social service activities of a facility or program. Employee supervision includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline. Supervision at this level also requires these employees to have the knowledge and skills to perform and review the work overseen. Participates in developing procedures and administrative policies and administering program budget.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of the problems and principles of administration of a social service program and its relationship to other agencies and resources. Knowledge of governmental budgeting and fiscal management.

Social Services Administrator

Managerial position accountable for the oversight of social service activities of a facility or program. Accountable for planning, organizing, directing, and coordinating programs and evaluating the effectiveness of these programs. Develops procedures and administrative policies, and administers program budget.

In addition to those identified in the previous levels: Knowledge of the principles and practices of administration and management in a public social welfare agency. Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the agency. Ability to develop, implement, and administer assigned program(s) or services to achieve positive program and client outcomes.  Ability to engage, train, and supervise professional human resources and support staff.
