Appraisals and Assessment

Description

Positions in this family apply methods, techniques, principles, and practices of property appraisal and/or assessment to provide assistance and oversight to county assessor offices, or provide original assessment of distributable property held by public utilities, railroads, airlines, private car companies, and related entities.

Typical functions

The functions within this job family will vary by level, but may include the following:

  • Appraise properties to determine market value.
  • Make original assessments of property tax valuation for centrally assessed entities.
  • Provide technical assistance and guidance to county officials on maintenance plans, appraisal and assessment, methodology, mapping, data collection, property transfers, and sales analysis.
  • Conduct site inspections.
  • Provide technical expertise for statewide appraisal and/or assessment programs.
  • Assist in creating and implementing statewide standards for appraisal and assessment programs.

Positions allocated to this series may perform the duties described, or specialize in one or more of the areas listed. The work assigned to positions in this series ranges from direct responsibility for performing appraisals and assessments to the oversight and supervision of these functions.

Appraisal and Assessment Representative

This is a first-level professional position responsible for appraising the least complex (per size and value) properties to determine market value. Employees may also provide limited technical assistance and guidance to county officials on maintenance plans, appraisal and assessment, methodology, mapping, data collection, property transfers, and sales analysis. At this level, employees assist higher level staff members on inspections of larger, more complex properties.

Knowledge, skills & abilities

Knowledge of appraisal and property assessment techniques and methodologies, and property tax laws and regulations. Ability to read and interpret a variety of maps and property records. Ability to adapt to various work environments. Ability to make accurate mathematical calculations. Ability to provide a home office with equipment and furniture necessary to conduct business with the public. Ability to operate a motor vehicle, maintain a valid vehicle operator’s license, and have access to a personal vehicle; and travel extensively, including overnight travel, in the performance of assigned duties.

Senior Appraisal and Assessment Representative

This is a second-level professional position responsible for appraising a wide variety of properties to determine market value, or provide intermediate technical assistance and guidance to county officials on maintenance plans, appraisal and assessment, methodology, mapping, data collection, property transfers, and sales analysis. At this level, employees apply acquired professional and technical knowledge to undertake analysis and interpretation of real estate and property information and data. Employees may use multiple data sources or references in making evaluations or researching information. Minimal supervision is required.

Knowledge, skills & abilities

In addition to those identified in the previous level: Knowledge of the Uniform Standards of Professional Appraisal Practice (USPAP). Ability to make accurate and advanced mathematical calculations.

Appraisal and Assessment Supervisor/Specialist

Supervisory professional position that provides technical expertise for statewide appraisal and/or assessment programs and serves as a team leader for an appraisal and/or assessment team. Employees conduct site inspections and assist in creating statewide standards for appraisal and assessment programs.

Specialist positions at this level are responsible for performing specialized work involving original assessment of distributable property held by public utilities, railroads, airlines, private car companies, and related entities.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of applicable statistical concepts and methods used in assessment valuation and the development of ratio studies. Knowledge of the principles and techniques of effective supervision and training. Knowledge of auditing techniques and public utility operations and regulations. Ability to interpret complex statistical and/or financial reports; analyze and categorize data; and interpret, explain, and apply policies, procedures, and standards to specific situations. Ability to prepare and provide testimony as an expert witness.

Appraisal and Assessment Manager

This is a managerial position accountable for overseeing statewide appraisal and assessment programs and teams. Positions at this level also create and implement statewide standards, perform program writing, and teach and train staff and county officials.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of managerial techniques and administrative practices. Knowledge of governmental budgeting, fiscal management, and contract management. Ability to review, analyze, interpret, and/or prepare state laws, rules, regulations, policies, and procedures. Ability to manage change, provide program management, and achieve results; and develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the agency.
