Typical functions

The functions within this job family will vary by level, but may include the following:

  • Conduct research studies.
  • Advise on economic policy.
  • Review and evaluate technical data.
  • Prepare analyses, plans, and reports.
  • Assess economic impact of proposed legislation.

The work assigned to positions in this series ranges from conducting basic economic research to advising top level senior policy makers on economic policy.

Economics Associate

This is an entry-level position having independent responsibility for carrying out basic economic research projects. At this level, employees evaluate and review technical information and prepare analyses, plans, and reports, and assist with market interpretations. Employees also provide other support to higher level Economists and participate as a member of a team, project, or program.

Knowledge, skills & abilities

Knowledge of research methods, and software packages associated with statistical evaluations. Ability to evaluate and understand economic issues, and analyze statistical data.

Bachelor’s degree and 0-2 years of relevant experience. (Substitutions may be allowed.)

Economics Analyst

This is a professional position accountable for developing and conducting research studies; assessing the impact of proposed legislation; and presenting findings to state and federal agencies, senior policy makers, the legislature, and other stakeholders. At this level, employees advise on economic policy; evaluate and review complex technical information; and prepare comprehensive analyses, plans, and reports.

Knowledge, skills & abilities

In addition to those identified in the previous level: Knowledge of modern economic principles and theories and their application to research and planning. Skill in financial and econometrical modeling. Ability to analyze, interpret, and explain economic and statistical data, and to present complex information with clarity and precision to professional, technical, and non-technical audiences.

Bachelor’s degree and 2-4 years of relevant experience or a Master’s degree and 0-2 years of experience. (Substitutions may be allowed.)

Economist

This is a senior-level professional position accountable for developing, leading, and conducting complex research studies; assessing the impact of proposed legislation; and presenting findings to state and federal agencies, senior policy makers, the Legislature, the Governor, and staff, in an effort to inform policy decisions. Employees perform and review economic analysis and research in areas such as: public utility operation and energy supply; natural resources usage and the impacts/feasibility of renewable energy applications; and changes in demographics, or health issues and associated public policy. Employee supervision includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of the legal framework, public policy, and theories of assigned area, and of supply and demand patterns and their relation to economic forecasting. Skill in conducting or leading research studies and/or projects. Ability to develop and present economic analysis of alternative policy scenarios and strategies, to delegate work assignment responsibilities, and organize, direct, and evaluate the work of staff.

Chief Economist

This is a managerial/chief economist position accountable for complex, statewide economic research. Such positions are accountable for performing highly specialized professional work in the areas of economic analysis and planning and forecasting as they pertain to the various facets of state fiscal conditions and policy. Employees at this level supervise professional economics staff. Employee supervision includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline. Supervisory responsibilities at this level also require employees to have the knowledge and skills to perform and review the work overseen.

In addition to those identified in the previous levels: Knowledge of, and familiarity with, the methods used in establishing samples, devising comprehensive surveys and research projects, and performing statistical analyses involving the application of statistical measures. 

Typical qualifications

Master’s degree and 4-6 years of relevant experience or a Doctorate degree. (Substitutions may be allowed.)
