Inspection, Investigation, and Compliance

Description

Jobs in this family perform a variety of compliance inspection activities related to utilities or the construction, installation, and/or alteration of buildings and structures, including related structural, mechanical, plumbing, electrical, heating, etc. systems and components. Jobs in this family prepare accurate and detailed inspection reports and records; analyze information to determine compliance; review plans, shop drawings, or other relevant data; prepare various forms of approval (e.g., certificates); conduct investigations of potential violations, and reported complaints; and enforce compliance with applicable codes, laws, rules, and regulations.

Typical functions

The functions within this job family will vary by level, but may include the following:

  • Perform inspection activities. 
  • Investigate potential violations and complaints.
  • Approve, reject, or make recommendations to approve or reject construction plans and drawings per compliance requirements. 
  • Assess compliance with applicable codes, laws, rules, regulations, and approved drawings. 
  • Take equipment/items in and out of service; issue stop work orders.

Positions allocated to this series may perform the duties described, or specialize in areas of fire and safety, manufactured housing, elevators and amusement rides, boiler/pressure vessel inspection, or utility operations. The work assigned to positions in this series ranges from vocational-level inspection duties to the design, planning, implementation, and management of a compliance inspection and enforcement program.

Safety Inspector

This is a vocational-level position accountable for performing inspection activities. At this level, employees have the ability to make recommendations to approve or reject construction plans and drawings per compliance requirements. Employees at this level assess compliance with applicable codes, laws, rules, regulations, and approved drawings; and investigate potential violations and complaints. Employees take equipment/items in and out of service and may issue stop work orders.

Knowledge, skills & abilities

Knowledge of laws, regulations, codes, and standards pertaining to the assigned area. Knowledge of current methods, practices, techniques, and developments. Knowledge of standard equipment and materials. Ability to comprehend, interpret, and explain codes and standards; maintain and prepare records and reports; and recommend and monitor corrective action. Ability to prepare complete and concise reports. Ability to meet physical demands of the position. Ability to travel extensively in the performance of assigned duties.

Typical qualifications

Senior Safety Inspector

This is an advanced vocational-level position accountable for performing inspection activities that require knowledge of a specialized area. At this level, employees have the ability to make recommendations to approve or reject construction plans and drawings per compliance requirements. Employees take equipment/items in and out of service and may issue stop work orders. Employees at this level assess compliance with applicable codes, laws, rules, regulations, and approved drawings; and investigate potential violations and complaints.

Knowledge, skills & abilities

In addition to those identified in the previous level: Knowledge of applicable occupational hazards and safety precautions. Ability to critically observe, obtain data, and prepare detailed reports on findings. Ability to provide guidance, assistance, and training, and/or conduct educational seminars and presentations.

Typical qualifications

4 or more years of relevant experience. Specialized certification may be required. (Substitutions may be allowed.)

Compliance Inspector

This is a professional position accountable for reviewing construction plans, blueprints, architectural drawings, and/or specifications for complex structures and/or systems and performing inspection activities that require advanced knowledge of the theory, principles, and practices of structural, mechanical, and/or electrical systems design, including seismic and lateral analysis. At this level, employees have the technical ability and authority to challenge the engineering aspects of designs; and ability to provide code interpretation, guidance, and counsel on highly technical engineering issues, technologies, and concepts. Employees have the ability to approve or reject (or make recommendations to approve or reject) construction plans and drawings per compliance requirements.  Employees in this class may provide technical guidance to lower-level employees.

In addition to those identified in the previous levels: Ability to analyze program operations and make decisions in accordance with appropriate laws and regulations. Ability to consult with and advise others on designs and operational features in the assigned specialty area. Ability to analyze and interpret statistical data, and to present results with clarity and precision. Ability to testify as an expert witness under cross-examination.

Compliance Inspection Supervisor

This is a first-level inspection & compliance supervisor position accountable for overseeing the activities of a crew or group of employees assigned to an area/district and who are involved in the daily compliance inspection and enforcement activities. Employee supervision includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline. Supervision at this level also requires these employees to have the knowledge and skills to perform the work overseen.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of the principles and techniques of effective supervision and training, and employee evaluation. Ability to organize, plan, and supervise the work of inspection staff. Ability to comprehend contractual language and requirements.

Compliance Inspection Manager

This is a supervisory position accountable for the design, planning, implementation, and management of an agency specific compliance inspection and enforcement program. Supervision is provided to professional and vocational level staff.  Work at this level requires the ability to perform long-term planning and develop related budgets; thorough knowledge of legislative scope, program related regulations, and compliance issues and requirements; the ability to build and maintain stakeholder relationships; and the ability to impact issues at the legislative level (e.g., write legislative concepts and policy opinion packages). Supervision at this level also requires these employees to have the knowledge and skills to perform the work overseen.

In addition to those identified in the previous levels: Knowledge of programmatic legislative issues. Ability to perform long-term planning, and develop policy and program budgets. Ability to make legislative recommendations.
